Williams made 38 Championship appearances last season, scoring once and making three assists, as the Latics were ultimately relegated thanks to being hit with a points deduction for going into administration.
The report also claims states that Leeds have ‘set their sights on a deal’ for the 23-year-old, who is expected to cost around £1.5m.

Williams still has two years left on his contract having joined the club last summer from Everton, although he is expected to leave imminently at a cut-price fee given the financial state of the club.
Baggies boss Slaven Bilic is clearly looking to bolster his options as he plans his sides return to the top flight, with Williams considered a viable option to cut it at the highest level.
